OMG-Are they essentially running this HSR solely reliant on block signals?

This system has been widely criticized on the adequacy of system testing, lack of redundancy, and the demand for trying to sustain operations at speeds higher than the system was designed for. It sounds like there might be some merit to those criticisms?
