Escalon to get trains to pipe down

Wayside signals should limit the noise to a two-block area

While the wayside horns improve the situation in some ways, their sound is hardly limited to a two-block area! I live 18 blocks from such an installation in our community and can hear them clearly most of the time. And they are extremely noticeable at a friend's home 12 blocks away from, and in a direct line with the horns.
