This is not just "It cost more than we thought it would." It's a substantial change of design, so of course it costs more. Which makes one ask, Why could they not have designed it right in the first place?

I think this comes from its being a politically driven plan. The Central Valley political types who wanted it were afraid that, if anyone looked at it too closely, it would not get enough support. So no one looked at it too closely.

Following Espee99's suggestion, it would be interesting to do a comparison, both of construction costs and of running costs, of line speeds of 90, 120, 150, and say 220 mph. How much are we paying to save time?
