The Hot Tap as described in the article makes no sense at all. Propane cannot be drained into a bulldozed hole. At normal atmospheric pressure in will immediately change to a gas and a heavy one at that, flowing around at ground level until a new ignition source is found and reignites. Is it possible that the stratigy is to create a pit of some type and pipe the propane away from the tank car and other hazard areas and burn it off there?
