The National Carries Conference Committee is not complaining about the UTU; rather that the other unions would not accept binding arbitration where a third party examines the two side's arguments and renders a final decision. We are now in the next step in the slow Railway Labor Act dance where, presumably, labor will hope to gain leveage with an Obama administration appointed Presidential Emergency Board selected prior to the cooling off period which would have ended on October 7.
