What's with the plastic on tank domes??

Anyone know what the purpose of what appears to be plastic bags covering the domes of some tank cars these days?? Most are white, but I've seen black and blue ones as well, sometimes they appear about to blow off the car. They've started showing up this spring and seem to be getting more and more common. Thanks in advance to anyone who replies.
