The swing span still operates but from what I've heard not that often. I believe somewhere between 24 and 48 hours notice is required. Currently, there is a 22 million dollar study to determine the feasibility and engineering of a new bridge - possibly one that will not open and even possibly be built with 4 tracks vrs the current two. I would imagine the speeds would be increased as well - up form I believe 90 mph.

As for frequency - sure felt like forever waiting for a train while watching the sun set. On weekends, I believe Amtrak runs only one or two trains per hour in each direction and no MARC over the weekend.
