Can't tell for sure but it looks like the bridge might have had something on the lower deck at one time. Rail or road? Or is it just the way that the bridge is built.

Out west we seem to have a lot of bridges that no longer see trains. The former Camas Prairie 2nd subdivision (Spaulding ID to Grangeville ID) has many. Check this link for some pictures:
