Better than the carriers' initial offer, or better than what was in the PEB recommendations?

If it's the latter, I'd say it's slightly better, but not exceptionally better. If it's the former, then it's considerably better The wage increases will probably be off-set by higher H&W costs for most people.

The problem is that the PEB considered the contract the UTU voluntarily agreed to with the NCCC to be the pattern agreement for this one. Consequently, the carriers came out much better than did labor.
