South of Larkspur to Marin City it is going to have to be BART expenditure levels as the NWP ROW is gone. As I recall it went all over the place anyway.

Looks to this amateur either widen 101 to accommodate 2 tracks(assuming you want rapid transit quality rail service)or an elevated down the median or alongside. That would require jacking up the overpasses. Some serious cash in any scenario.
