Mr. Ziffle is advocating what the French have done on their TGV lines.

They built the high speed lines as straight as possible and through the lowest population areas possible. This kept the cost down.

When they approached a city endpoint they used existing tracks and run at lower speeds. This too keeps the costs down.

The endpoint expresses use the high speed line all the way. The intermediate cities are served by trains that use the high speed line part way and then branch off to run at reduced speed on the line running through the cities.

There is a good chance (only speculation) that the Brown appointees are looking at this.
