It might not be mounted "backwards", If you look, it is atually a Nathan Airhime K series five hime on a high bracket, and at least one of the lower bells aims forward. The FRA now has minimum and maximum standards as to the db a horn produces meaured at the front of the engine. The horn arrangements are standardized on newer engines to allow replacement with the same horn without retesting.
The sound waves will bounce off anything in their path, so any steps in the top of the hood or exhaust stack will cause the sound to change direction. I have seen some GE's with a low bracket and 4 bells back bouncing the sound off a step in the radiator section.
