Yep - that's what it used to look like. Around 5 PM there might even be more.

The old Muni sometimes had a lack of power capacity in the downtown area so those cars east of Van Ness might be running fairly slowly with dim lights. Some of the PCCs (small 10s?) had a voltmeter near the center of the dash (visible to front-end passengers but not the driver!) that I seem to recall reading around 300 in that area in the evening peak. Imagine a modern streetcar or LRV with computers and all still functioning at half voltage let alone moving a standing load ...
