Northstar Commuter Service Question

I have noticed that the Northstar Light Rail and Commuter Train Routes don't serve St. Paul but only Minneapolis in the Twin Cities Area and NOT even the Amtrak Midway Station at all. Does anybody know what has caused these awkward circumstances in the development of these services?

Will these transit routes ever be extended into Downtown St. Paul? Will the Former Great Northern Depot now a Post Office/Federal Building be returned to provide such a service of a train station stop location?
