Huh?
I think the reason they faded away is that replacing the L-shaped panes with FRA type I approved glazing was not cost effective. I believe that most L-shaped windows were modified by welding a narrow piece in splitting it into two seperate panes, but the divider between them was narrower than the standard EMD design. Just like the extra side windows on switchers and some EMD cabs, and on cabooses - the cost of new FRA glazing was so high it was decided just to abandon these windows.
To my limited knowledge - the FRA did not outlaw the windows directly, but the cost of replacing exisitng windows with FRA required glazing was too expensive leading to their demise.
