In a quick skim, one interesting thing is that DOE apparently made a deal with the Native Americans in the way, so extending the Mina Branch is now a viable alternative to the Caliente connection they've gotten so much heat for. Do you suppose this could be the beginning of the resurrection of the Carson and Colorado, in a merger with the ghost of the Tonopah and Tidewater? What's the equivalent of the STB for ghost railroads?
