PSAP doings

Saw PSAP construction crews working SUNDAY on a stretch of track between Oakville and Elma. Looks like new construction of a siding. Not too sure why they need a siding, but the thing that got my interests up was that it was a remote controlled, signalized siding. I am pretty sure it isn't CTC, but more of a local control.

Any ideas / input?
