As far as the 4th goes, the R.R.s will pretty much run normal with the exception of certain locals and switcher jobs and the only reason this happens is the R.R.s have to pay out overtime money for anyone who works that day. So if the R.R.s can Annull (old R.R. Term for cancel) as many jobs and positions for the Holiday, then they actually save money! Freight Trains that are rolling the minute the Holiday strikes will, unless crews aren't available, keep rolling on to their destination. Thanksgiving, Christmas and New Years are a totally different story, I'll explain that in November.
