What going on with the Dumbarton Cutoff

Was down by Marsh rd and to my amazement saw that Caltrain had cut in a new switch on the old main line near the End of the MOW track. I also noticed that they seem to have at one time been loading ballast further down the line next to some boxcars parked in front of the fire station. And various equipment is being stored up and down the line Is this line now active again?

This is exciting since I have not seen a train on this line since the mid 80's.
