According to the photo of the builders plate, it has "4 GHM 844D" traction motors rather than "2 DC traction motors"...probably had to go to four motors as they have to be EXTREMELY small to fit in the trucks.

A standard 23-tonner has one 733 motor mounted to a 19:1 gearbox and chain driven to the other axle.
