It's a concern, but nobody's talking about any restrictions yet. D&SNG is preparing for it, and I understand C&TS is making plans as well (there's been some speculation that AHR/HRM might bring a diesel locomotive to Chama, but that may not happen until after the operating season's over, if it happens at all). Rio Grande Scenic's steam operations haven't been affected yet, although the La Veta Pass area's just as vulnerable as any other location in the state; they do have access to diesels, of course, and they can restrict steam operations to the San Luis Valley if need be.
