I stopped by the YW the other day to check on progress with the 19.
There was a mishap about a month ago when a large machine was backed into the main power supply box for the entire facility, which is mounted on a pole outside of the engine house. The only power is being supplied by a small generator to keep the office functional.
The length of time elapsed between the collision and now without repair may suggest a cash flow problem. But the electricl system is very old and it may be they are rebuilding the entire thing. Seems unlikely in as much as it is not going to be used after the move to Oregon. I may be wrong though.
The engine house / shop has had not power, so without lights to see what one is doing, and not power to operate tools, nothing significant is being accomplished. However, repairs to the electrical supply is being conducted at this time.
The 19 has a long way to go to be ready for the move. But once power is restored and man-hours are committed, my guess it may be ready by spring.
