Proposed UP Yard in Hearne Texas

The Union Pacific is proposing to build a new yard in Hearne, Texas. This yard would become a home terminal, and classify Texas traffic. Some local property owners are balking, and there is organized resistance from the Brazos River Bottom Alliance

My question for anyone familiar with UP operations in Texas is how this new yard would change current UP ops in the area.
