Both railroads have agreements with Oregon Department of Forestry as to fire prevention proceedures. It could be WUSR can't meet the ODF requirements which are pretty specific, or it is an easy out if their passenger loadings are light considering there has been hardly any promotion. I wonder how the grand opening of the Elgin depot will be celebrated? It should be about done.

Then again - it may be a wise choice not to chance starting a fire right now. The RDC's shouldn't be an issue, the WURR GP7's have started fires.
