I think that is the train that was set-up to travel around on an almost whistle-stop like schedule, with the intent of training local municipalities how to handle hazmat incidents with trains. The various tank cars sport many different designs of hatches, valves, fittings etc. so your local firefighter can learn about them. I thought part of the deal would be to stage a mock accident, so different agencies can familiarize with the process of containment, etc... also has intermodal caontainer hazmat instruction.

BNSF had/has something similar, but I think it is only one or two cars.
