If you are talking about the one in the photo to the right of #48 - probably a shunt for the crossing signal circuit. This seems to be a UP standard.

Has nothing to do with CWR, though they may have changed the signal system at the same time CWR was installed to eliminate/reduce the need for insulated joints.
