So here's a thought...what if the railroad's charging these fees with the intent of upgrading the crossings in the distant future? We've all seen how "passive" crossings (i.e. crossbucks) resulted in several fatal vehicle incursions in New Mexico, so maybe AERC has the intent of using these fees to pay for an "active" system (bells, lights, gates, etc.).

I wonder if the fee is reduced if the owner of the crossing equips it with an active system...although maintaining the crossing probably is just as expensive.
