If you're talking about the fencing at Summit on the BNSF, well then that is BNSF property, not UP. It has been said in the past the fence was installed as a result of one of the larger train wrecks near Alray years ago. The idea was that the Santa Fe claimed someone closed an anglecock while the train was stopped at Summit, so they put up a fence. Whether that's true or not, the fencing, lights and Summit Security are now seen as a deterrent against theft from intermodal trains.
