UP Direct access southbound from Tacoma?

Did UP get direct access from the Muni yard to the mainline via Bullfrog and the drawbridge lead in Tacoma? I know for years there's been talk about BNSF being able to go direct north from the Muni on the UP without having to double up the train out of the Log yard, or backing out onto the main, and UP being able to go directly south over the drawbridge lead rather than backing through Fife....

Reason I ask is coming home on SR 509 today I an pretty sure I saw a UP DPU shoving a doublestack across the drawbridge lead heading south. Looked like a GEVO shoving on a long string of domestic 53's
