Portland Sub Tied Up?

Driving west along NE Sandy Boulevard through Gresham early this afternoon, I noticed that both the UP main track and passing siding at CP Hemlock (between NE 158th and NE 185th Avenue) were occupied by westbounds; a grain train on the siding and a manifest on the main.

This was at about 12:15 pm. While driving home at about 5:15 pm, both trains were still there. Does anyone in the Portland area have an idea why the Sub was tied up? There was also an eastbound manifest at the east end of the double track at CP Cully that had not moved during the same period, so I'm wondering if there was some sort of disruption between the two locations.
