Federal Railroad Safety Act was amended in 1979 to require part 223 glazing for glass on any locomotive, caboose or passenger car. It's a cost saving measure on the part of the carrier to plate over any window deemed unnecessary. I think there was a grace period on equipment built or rebuilt before 1980. It was mandatory on everything after 1984.
