Seems strange.

We'll build these things to move stuff, but nothing to move people around?

Maginot Line circa 2013?

Does anyone seriously think a missile-capable organization wouldn't know where the soft nodes (switching centers, power sources, etc.) are and target them?

And, speaking of waste, this thing will be competing for a fantastic amount of power and other resources, both in its building and in its operation.

How will it, and/or its effectiveness at preventing a missile strike, be tested before actual need?

And what guarantee is there that it will work when needed when actually needed?
