Black Butte Station at Weed California did have a Water Fill Stand, Water Tower is East of tracks and stand is in between the main and a sideing if I remember right. The down pipe from the water tower is enclosed in a wooden structure with a door near the ground to acess a valve.
I assume that the actual fill stand is drained in cold weather. This stand is used to fill tank cars for the fire train as well as 4449 and other steam excersions. I do know that a few years ago a UP employee stated that they had someone vandalize this system
