Jeff Morales basically admitted this before Congressman Denham at hearings, if I recall, quite a while ago. It's in the legislation, and that is why the LA-LV project has complied, not just the interstate aspect of their project, loan approvals, I believe from the HSIPR language, actually require it.

What is amazing is that this still bloated and out of control HSR project has continued to appeal?
