To clarify, the heating acetyline flame does, indeed have oxygen mixed with it. Plain Acetyline is a cooler yellow, smoky flame. The cutting pedal amplifies the amount of oxygen needed to 1) heat the steel beyond melting 2) Push the slag out of the way.
