Most European railways rely on GSM-R for their communications with dispatchers. Only close in do they use 2-way radios for train to station or train driver to crew communications. Even train crews use their own cell phones (in some places there illegal as here in the US) to make business related comms where they could use the onboard intercom.

I highly doubt the driver in the photo is using a traditional 2-way radio.
