Fortunate that the Port owns the track, because as a public entity, they will qualify for FEMA funds for repair (75% I think). In the late 1990's federal legislation changed FEMA funding rules to eliminate direct grants to nonprofits, like the Northwest Railway Museum. When NRM gets damaged by a natural disaster (they get floods, too), they can only qualify for loans now.
