Makes sense to me. Keep the canyon as an option if traffic builds up and warrants it. Shippers that require railcars will have that option. Shoot...seems to me like a good business decision to build a public dock in order to rebuild industry in the area. Of course I'm no economist I just speak from drunk logic :-)
