Nope! York is 12" to the foot scale. She's essentially built from the plans that were used to make the UP 119 replica that runs at the Golden Spike National Historic Site at Promontory Summit....with a few minor mods. Instead of straight stack, York has a Yankee-style balloon stack and instead of a wooden cow-catcher pilot, she has a strap-iron pilot. York also has a rear-facing headlamp that is not prototypical. To the trained eye, a quick once-over will tell you she's a replica. To the average Joe, she's pretty convincing.

As for the scale thing, I think that's because she's currently pulling coaches that are replicas of 1890s cars. When the newly built coaches that SIH has ordered arrive, they should look a little more period-correct and the size issue should disappear.
