Switchers, with which I am most familiar, have a large fan in the front of the hood which is belt driven from an extension of the air compressor.
Since this fan (single on later units and dual on NW-2/NW-5 and others) is turning whenever the prime mover is running temperature is controlled by opening and closing the shutters. A temperature probe in the cooling water senses the point at which to operate the shutters and the circuit closure operates a magnet valve which in turn operates an air cylinder attached to the shutter mechanism.
