Judging from the "burn spot" in the lower right of the sign, which appears inside the steps and thus on the camera side of the locomotive end plate, the guy is giving a stop sign while standing on the bottom step (if you look carefully, you can see a blurred image of him). This pic looks like it was taken in the late 80s very early 90s.
