Here's the part of the LA TIMES article that caught my eye:

The California bullet train authority took Musk's criticism in stride, saying that such new technology is worth considering. But to draw a distinction between the state's project and Musk's vision, authority Chairman Dan Richard added, "If and when Mr. Musk pursues his Hyperloop technology, we'll be happy to share our experience about what it really takes to build a project in California, across seismic zones, minimizing impacts on farms, businesses and communities and protecting sensitive environmental areas and species."

TRANSLATION:

Developing the Buck Rogers technology will be the easy part. The real challenge begins when you have to start dealing with the environmentalists and NIMBYs!

So is all this just a carefully planned, orchestrated move to try and get construction halted on the high speed rail project? It's no secret that Musk, like many people, is opposed to the HSR project. Never mind that this "Hyperloop" idea is just someone's unproven fantasy scribbled on a scratch pad and some impressive artist renditions. Nothing more. The immediate effect, calculated or not, appears to try and take the wind out of the sails of the HSR people.
