Metrolink has in fact run a few passenger specials down the Sub in the past - if memory is correct for the Rose Parade/Bowl with buses from the end of track? But yes, the eastern remainder has been officially freight-only since Metro bought the whole Sub and started using it bit by bit for the Gold Line. Look it up in Altamont's timetable (page 76 in #19). Freight ops by BNSF when needed.
