FAA *did* make an informal rule (local notice) after the crash (singular) at SFO: non-US airlines cannot make a visual approach (which is commonly used there to speed up traffic). If the ILS isn't available (which it's often not due to work going on), there's a standard GPS approach available that non-US airlines now must use. Apparently there have been a number of near-misses on a similar trajectory to the one that crashed, all involving non-US airlines.
Notice, though, that the means to meet the rule were already available. And it's a local rule addressing a local issue, not a nationwide rule that ignores what may already be on the books on various railroads. OTOH, FAA does rules every day (literally - look at the Federal Register some time) so a minor local tweak is no big deal. FRA doesn't do rules as often (thank goodness!) so they seem to make a Big Deal out of everything (and of course they have congresscreatures looking over their shoulder too, more so it seems than at FAA). Oh well - one more for the test, right?
