Actually, the line isn't abandoned, just not used as a through route. UP still has hopes of someday selling it off for passenger service, just like they do with the west end of the Niles Sub.
I have no idea where Willow Road is, but the track west of the Dumbarton siding west switch (west of where the last industry was) was last used for car storage, plus tank cars were loaded with brine out there about 20 +/- years ago (WAF might be able to pin down the exact time period).
