No - you need to get real!
If railfans really were "Adult", then yes, they should be ashamed. However, so many are not! Certainly no more than Mr Speaker is alleged to be.
Which is why so many in our culture look down upon those truly interested in railroading. I made it my vocation, because of that interest; and am quite tired of that cultural bias, especially when it causes those I work with to hide their real interest in their own jobs - It's a damn shame that happens. But who wants to be lumped in with childish foam and froth.
With apologies to the few exceptions with some real class; sometimes railfan behavior is so bad that I would never consider even chancing, that my my wife and family would have to endure them just to satisfy me. And since she is prettier than y'all (and smells better too), and the kids are more fun; if they don't go to railfan events, I don't either.
If in fact, Mr Speaker does have some developmental issues, then his railfanning behavior, though questionable and inappropriate, is at least innocent. That is more than can be said of the rest.
