That is not correct. The new crew found lots of wiring issues that kept the unit from transitioning and going faster than 10mph. That may not have been an issue when they were up at HP, but they need it to go faster in Niles Canyon.

The ash can lights were also not functional while up at HP. Again, lots of wiring needed to be done. Ditto for the cooling system, which has been fixed.

I don't know what your greif is with the "current" GGRM crew, but I work in the yard with them quite a bit. They have done lots to that locomotive recently, and taken lots of ugly wiring out of it.
