Rationale for recent UP1983 Specials in NorCal

Dave Epling and Kevo just reported from Sparks that the UP1983 passenger special arrived from Stockton at 12:25 this afternoon. All the passengers disembarked and the train will be returning to Oakland empty. Only the 1983 will be 'wyed'. But . . most importantly . . the Special has been carrying commuter brass assessing the potential for expanding commuter service and double-tracking Donner once again. Dave can post more details later, as they will be chasing the train back west to Truckee.
