I know there was language for "educational opportunities" in the law.

To me, an "educational opportunity" means that we know it is messed up, but we are not fixing it.
Now if you read RSIA closely, some railroads have implemented "Behavior Based" safety programs.
Again, some people say that this isn't fixing the hazard, and trying to adjust the employee to ignore and work around the hazard.
All open to interpretation I guess!
