This is actually the famed Maekhlong Railway Market in Thailand, just 70 km west of Bangkok.

Eight times a day the Maekhlong Railway traverses this "wet" market transporting people to and from jobs in Bangkok. The wet market is built on the railroads property, and once a day a State Railway official comes to collect 10 baht (33 cents) from each person as rent.

It is quite an interesting operation to watch, I spent a weekend here in February of this year.
